Now before the days of uPVC, I used to have some windows in a similar condition. Once the rot sets in, it's difficult to stop. I reminder the Hollies song very well.
Bill Phillips: So did I. Our bedroom window was about ready to disintegrate. Trouble with softwood windows is the rot is there before you even paint them.
It needs a bit of maintenance Bill!
