Elizabeth says this is selective colouring. I'm not so sure as the wall looks quite naturally-coloured to me and I can see blue on the car park sign.
Bill Phillips: It is not really selective colouring, merely desaturated everything apart from blue

Dramatic angles - almost a selective colour, but not if you see what I mean.
