Oh, this is a faboulous close-up! Yes, the people have to help the storks to build their nests. In Alsace I saw a lot of stork nestes, sometimes along a whole street.
In Germany we have also stork villages where on every roof a stork family is resting on their nest wheels. It is wonderful and a good sign of nature recreation -ponds and vijvers have to be in the near full of frogs.

I have seen more storks in the last 3-1/2 years, Bill, than in all my other lifetimes combined. And to be honest, I am gobsmacked by how your video cam did such a great job with your close-ups!

You've made this one look like a very valuable porcelain ornament, Bill. Do they tag all storks in Holland or is this one part of a special group?
