Bill Phillips: It is dreadful the way people drop litter in this country. It has been a problem ever since I can remember.

I could do with a few of these to keep motorists off our grass verge, Bill. The Council won't play - they say they havbe no money for such fripperies
Bill Phillips: We live in cul de sac and got fed up with cars parked in the turning area so that people would back up our drive to turn round or glare at me if they we struggling to turn round. The council didn't want to know and the police claimed it was "off road parking" which was their way of saying the same thing. So we have just had to learn to live with it
They came, they littered, they fled.
Bill Phillips: Depressing isn't it?
